Using  Built-in administer account and when clicking properties at the clock/date in the notification area a message appears this app can’t open, setting can't be opened using the Built-in Administrator account. But when click close the setting will open. This problem was not in 10240.

solution:

1. Press Windows + X key together on your desktop screen.
2. Click on Command Prompt (admin) to open Command Prompt.
3. Type the following command and hit Enter: net user administrator /active:no (Check for the spaces) 
4. restart
